These numbers refer to the compressive strength gained by the cement-sand mortar mixed in the proportion of
1:3 with
(p/4 + 3)% of water of the total mass.
The mortar so obtained is caste into cubical moulds of 70.5mm side ie 5000mm2 area and cured for a period of 28 days and then tested in a compression testing m/c.
The grade of any cement sample is an assurance of the fact that the compressive strength as determined with the help of the above mentioned test will be atleast equal to it.

3 53 Grade Ordinary Portland CementIS: 12269 - 1987 Introduced in 1991 by Grasim - Birla Super.
Minimum 28 days Compressive strength - 53 N/mm2
Gives 10-15% saving in cement consumption %26amp; 5-8% saving in steel consumption provided higher grades of concrete say M30 and above are used.
Useful for high rise buildings bridges, flyovers, chimneys and pre-stressed structures where high grade concrete is required.
Gives better durability characteristics to concrete -high grade concrete can be made with lower water cement ratio
The grading actually is the 28 days strength when tested under standard conditions. The compressive strength achieved by 33 grade at the end of 28 days is 330 kg/cm2 while 43 grade achieves 430 kg/cm2 and so on.
